On December 10, Wang Zhijian, Party Secretary and Chairman of Shandong Heavy Industry Group, met in Jinan with Bulekpayev, Governor of Karaganda Region of Kazakhstan, who was on a visit to China. The two sides held in-depth discussions on advancing the commissioning and operation of the joint venture plant and other issues, and held a signing ceremony.

The signing ceremony was jointly witnessed by Bulekpayev (Governor of Karaganda Region), Wang Zhijian (Party Secretary and Chairman of Shandong Heavy Industry Group), Borat Usenov (Counselor of the Embassy of Kazakhstan in China), and Liu Zhengtao (Party Secretary and Chairman of SINOTRUK). The agreement was signed on behalf of both parties by Tsui Alexander Levmirovich (Business Representative of Saran Machinery LLC) and Zhao Hua (Member of the Party Committee and Vice President of SINOTRUK).

Wang Zhijian extended a warm welcome to the delegation from the Government of Karaganda Region and local enterprises of Kazakhstan, and expressed sincere gratitude to the governments at all levels in Kazakhstan for their strong support for the localization projects of Shandong Heavy Industry Group and SINOTRUK. He noted that the construction and completion of the joint venture plant marks an important milestone in deepening strategic mutual trust and expanding practical cooperation between the two sides. The signing of this cooperation agreement is a key measure for the Group to deepen its strategy of localized manufacturing, localized R&D, and localized services, and holds profound strategic significance for promoting the coordinated development of the equipment manufacturing industry of both parties. With a solid foundation for cooperation and broad prospects, he expressed the hope that the two sides will take the existing cooperation projects as a fulcrum to further expand cooperation in diverse fields such as assembly components, agricultural machinery and equipment, and construction machinery, and build a new pattern of in-depth integration of the entire industrial chain.
Bulekpayev expressed his gratitude for the warm reception from SINOTRUK. He stated that as an important industrial base in Kazakhstan, Karaganda Region has always regarded its cooperation with SINOTRUK as a key engine for driving the high-quality development of the regional economy. This signing marks a new starting point for deepening cooperation between the two sides. The Government of Karaganda Region will continue to build an open and efficient cooperation platform, fully leverage local talent advantages, provide comprehensive services in joint talent training, spare parts supply guarantee, project fund support, etc., and make every effort to promote the effective implementation of cooperation projects, so that the achievements of bilateral cooperation can truly benefit local economic development and people’s livelihood improvement.
Relevant responsible persons from the Process Research Institute, Manufacturing Engineering Department, Investment Management Department, Kazakhstan Representative Office, and International Company of SINOTRUK attended the discussions.
